The 2011 Congress Thwarts USDA Plan for Healthy School Meals, Child nutrition took a step back last month when Congress added clauses and provisions to the agriculture appropriations bill that prevent the USDA from achieving some of its desired goals to improve the healthiness of school meals. Although the 2010 Hunger-Free Kids Act authorized the U.S. Department of Agriculture to rewrite school meal guidelines, Congress’ action last month prevents the USDA from limiting servings of starchy vegetables, increasing whole grains, and decreasing sodium limits.
